The State of North Carolina's Cooperating Technical State (CTS) Committee held its sixth meeting on March 20, 2001.

The meeting began with status updates on a number of topics. Highlights are as follows:

  • From March 7 - 9, 2001, State and FEMA staff met with other Federal agencies to identify partnering activities and action items.
  • Final Scoping Meetings to present the Draft Cape Fear River Basin Plan were held on March 6th in Haw River, on March 7 in Fayetteville, and on March 8th in Burgaw. All impacted counties and communities were invited, and over 130 people attended.
  • Final Scoping Meetings for the Neuse River Basin are tentatively scheduled for April 23rd in Raleigh, April 24th in Goldsboro, and April 25th in New Bern.
  • The White Oak River Basin Delivery Order has been finalized. The field survey of hydraulic structures has been completed, and the engineering analyses are underway, with an expected completion date of mid May 2001.
  • The Lumber River Basin Delivery Order will be finalized shortly. The field survey of hydraulic structures is underway, and the engineering analyses will begin shortly. Estimated completion date for the engineering analyses is the end of May 2001.
  • The Tar-Pamlico River Basin Delivery Order will be finalized shortly. The field survey of hydraulic structures is underway, and the engineering analyses will begin shortly, with the first of three phases expected to be completed by the end of May 2001.
  • LIDAR data acquisition (Task 1) for Phase I is nearing completion.
  • Flood mapping Quality Control surveys for Lumber and White Oak River Basins are scheduled to be completed by April 12, 2001.
  • The CTS Committee Workroom Website is now available for review. The Workroom provides Committee members access to meeting agendas, minutes, and presentations.
  • Prototypes of the North Carolina DFIRM were presented.

The Higher Standards Work Group presented an outline for a higher standards document and an example "Fact Sheet" for Freeboard.
